indeed, i'd consider adding to the ground system under the pad with at least the longest wire radials i could muster, and perhaps some more rods. one of my employers would create ultra-low noise environments by burying ground rods every 12 inches or so and connecting them with a mesh of copper wire, then pour the slab on top of them.,building code foundation requirements - the spruce,strength of footing concrete for foundations and slabs, except for garages , the minimum strength of the concrete should be 2,500 psi. vertical walls exposed to the weather may be required to have 2,500 psi concrete minimum strength, on up to 3,000 psi, in some severe weathering conditions.

you don't put any sort of fill under footings unless it's select fill compacted to a minimum of 95% standard proctor density. and then only if you have bad native soils. otherwise, footing are poured on the natural grade.
